Stormwater Management

The Village of New Square participates in the countywide stormwater management effort coordinated through the Stormwater Consortium of Rockland County. The Consortium was established in partnership with the Cornell Cooperative Extension and the towns and villages of Rockland County to promote collaboration, education, and shared resources related to stormwater management.

The Consortium includes all 24 towns and villages within Rockland County that are required to comply with the stormwater regulations issued by the New York State Department of Environmental Conservation under the Municipal Separate Storm Sewer System (MS4) permit. The purpose of the MS4 permit is to reduce pollutants commonly associated with stormwater runoff to the maximum extent practicable, helping to protect local waterways and the environment.

Participation in the Consortium allows the Village of New Square to share information, coordinate compliance efforts, pursue grant opportunities, and implement best practices to meet both current and future stormwater permit requirements. The MS4 permit is based on six minimum control measures, which include:

  • Public Education and Outreach
  • Public Involvement and Participation
  • Illicit Discharge Detection and Elimination (IDDE)
  • Construction Site Stormwater Runoff Control
  • Post-Construction Stormwater Management for New Development and Redevelopment
  • Pollution Prevention and Good Housekeeping for Municipal Operations
